The Institute for Local Treasury Cooperation of the Diputación de Córdoba (ICHL) held a governing council meeting where its consolidation as a benchmark throughout Spain in the tax management of public law income, as well as in advising municipalities and local entities on economic, financial, accounting, budgetary, and human resources matters, was highlighted.
The president of the Diputación, Salvador Fuentes, presented the 2025 Report, which received the council's approval. According to the data, the ICHL closed the fiscal year with a budgetary result of 53,835.51 euros, an execution of 92% in expenses and 93% in income, and an average payment period of 9.14 days.
Fuentes highlighted the increase in the advance payment of tax collection to municipalities, which rose from 124 million in 2024 to 126 million last year, injecting necessary liquidity for municipal planning and investment.
A qualitative leap has been made in tax management, making it more accessible and humanized. An example is the agreement with Correos (the Spanish postal service) to introduce postal money orders through the Correos Pay program, which helps prevent financial exclusion for thousands of elderly and vulnerable people in the province's small municipalities.
In terms of revenue collection, the percentage of direct debits increased from 73.78% to 75.35%. 90.56% of income was collected during the voluntary period and 20.09% during the executive period, reaching total revenues exceeding 200 million euros, an increase of 22 million compared to the previous year.
During 2025, 190,591 visits were attended at provincial offices and 36,793 telephone calls from citizens were received. Regarding advisory services for municipalities, 2,763 telephone consultations were handled, along with 73 budget liquidations, 48 submissions to the Court of Auditors, 77 information submissions under the LOEPSF Law, and 75 annual accounts prepared for dispatch to other administrations.
In the Human Resources area, the ICHL collaborated with all municipalities in the province on payroll preparation, job position listings, and provided advice on inspections related to PFEA projects.
Fuentes emphasized the significant role of the ICHL as a governance tool that assists in the management, inspection, liquidation, and collection of municipal revenues, in addition to providing advice on ordinances, income, budgets, personnel management, payroll preparation, and job position listings.
