The delegate for Technological Development, Digital Transformation, and Youth of the Diputación de Córdoba, Sara Alguacil, has presented the Plan for the use, incorporation, and contracting of AI systems within the provincial institution and its public sector, a document approved by the Plenary on July 22.
This plan establishes the institutional framework for the use, incorporation, development, supervision, auditing, registration, and withdrawal of AI systems employed by the Diputación. The objective is to regulate these tools so they are used with control, facilitate daily tasks, streamline procedural processing, and optimize work.
The document promotes the ethical, secure, transparent, and responsible use of artificial intelligence, setting common usage criteria and incorporating a review, audit, and suspension system. It will be mandatory for all personnel of the Diputación, its autonomous bodies, public companies, and dependent consortia, as well as for contractors and suppliers managing AI systems for the institution.
The delegate emphasized that this service will be offered to all town councils in the province that require clarification. An AI governance model will be established based on coordination between bodies responsible for public innovation, electronic administration, contracting, data protection, information security, transparency, municipal assistance, and user functional areas.
The Provincial Informatics Company (Eprinsa) will be responsible for issuing reports, approving guides, technical instructions, and standardized models for the correct application of the Plan and the appropriate use of AI. The Diputación will maintain a corporate catalog of AI tools identifying authorized, restricted, pilot, unauthorized, and prohibited options.
Finally, Alguacil stressed that artificial intelligence will never replace the responsibility of public employees or human decision-making.
