The Mayor of Seville, José Luis Sanz, defended a change in housing policy at the municipal plenary session, highlighting Emvisesa's management.

The mayor contrasted the "inactivity of the socialist era" with the current volume of protected housing construction, stating that Emvisesa has gone from building and marketing 83 homes in eight years under the Socialist Party to over 2,200 protected homes in just three. Sanz emphasized that the City Council's priority is to address Sevillians' housing needs by streamlining administrative processes for upcoming developments like those in Villanueva del Pítamo and Entrolivos, in Bellavista.
The mayor announced that the adjudication of the Palmas Altas developments has concluded, with three already delivered and a fourth scheduled for October 8th. So far this year, Emvisesa has delivered 802 homes, and nearly 1,000 will be handed over before the year ends.
Sanz provided figures on the 23 active developments: 17 are fully adjudicated and marketed through internal means, four externally, and two through a mixed system. He highlighted the increased "work volume" at Emvisesa, with more developments nearing completion, under construction, and awaiting adjudication and marketing, describing the company as "overwhelmed" by the pace.
The mayor acknowledged the dedication of Emvisesa's staff, "who are giving their all" to make Seville "the Andalusian capital of protected housing" and the second city nationally in building such homes.
Finally, Sanz called for a state regulatory framework with economic measures to reduce housing access costs for families. "Making protected housing cheaper is not in this City Council's hands," he stated, expressing hope for a national government that reinstates purchase and mortgage aid, lowers taxes, particularly VAT, and reintroduces tax deductions for protected housing.
