The decision to move Citizen Security personnel to La Caridad Hub emerged as an urgent solution after the former municipal building on Calle Regino Martínez, popularly known as Calle Ancha, was evacuated. Municipal technicians detected severe structural damage to several beams in the floor slab, making continued operations at the previous headquarters unfeasible.
The La Caridad Hub space, located at 10 Calle Teniente Serra, was inaugurated in October 2022 with a very specific purpose: to be a center for supporting entrepreneurship and social inclusion, especially aimed at vulnerable groups and foreign populations. Its funding comes from European Feder funds, within the framework of the Edusi (Sustainable and Integrated Urban Development Strategy) strategies, which require resources to be used exclusively for their intended purpose.
The original sign at the premises specified that the project aimed to create a "business advisory center" through training programs, intercultural mediation, and personalized itineraries for entrepreneurs. Housing municipal officials unrelated to this purpose could be interpreted as a substantial modification of the property's use, which would oblige the council to justify the change to community authorities. In serious cases, the European Union could demand the return of aid if it determines that the project has lost its original objective.
Ironically, La Caridad Hub had been closed since December 2024 and without any activity, with its official website inoperative. The last initiatives registered at the premises date back to the end of that same year, when the City Council, together with the NGO Acción contra el Hambre, presented an agenda of workshops and talks linked to employment and entrepreneurship within the Vives Algeciras project.
