The Minister of Health, Presidency, and Emergencies of the Junta de Andalucía, Antonio Sanz Cabello, chaired the advisory committee meeting for the Andalusian Civil Protection Territorial Emergency Plan (Pteand). The gathering, held with the Mayor of Jerez, María José García-Pelayo, and the Subdelegate of the Spanish Government in Cádiz, Blanca Flores, outlined the measures for the event.
Antonio Sanz, director of the plan led by the Andalusian Emergency Agency (EMA), highlighted the participation of over 4,000 personnel from various institutions, including the Junta de Andalucía, the Provincial Fire Consortium of Cádiz, State Security Forces, Local Police, and entities like Cruz Roja. He appealed to the individual responsibility of attendees to follow EMA 112 recommendations.

The minister emphasized the importance of technology and inter-institutional coordination for the operation's effectiveness. Advanced systems have been incorporated, such as the COA tool for capacity control using smart WiFi technology, video coordination cameras with satellite connections, a dispatch unit from the REJA digital emergency network, and aerial surveillance with drones. Additionally, the Es-Alert mass notification system will be used in case of a major emergency.
The Mayor of Jerez, María José García-Pelayo, confirmed the city's readiness to host the event, announcing the activation of the Local Territorial Emergency Plan in a pre-emergency phase starting Wednesday, April 22. The Local Police, cleaning services, and mobility will be reinforced with more urban buses and specific parking areas for motorhomes and motorcycles.
The healthcare operation, which accounts for the largest volume of resources, will mobilize over 500 professionals. The 061 Health Emergency Center will coordinate care, with reinforcements at the Jerez University Hospital and the Puerta del Mar University Hospital in Cádiz. Blood drives have been planned, and Primary Care will be intensified in the affected area. Food safety inspections and environmental monitoring will also be carried out.
