The Popular Party within the Cádiz City Council will promote an initiative focused on the city's historical heritage at the upcoming plenary session. The political group will formally request the Government of Spain to provide technical support and direct funding for the complete recovery of the Puerta Tierra Front and the San Roque, Santiago, and Santa Elena bastions. The aim is to establish a framework agreement between both administrations to ensure the preservation of this defensive legacy.
This proposal is based on an exhaustive three-dimensional scientific and technological analysis recently conducted by the University of Cádiz (UCA). Using over 60,000 high-resolution images, researchers have precisely assessed the conservation status of the structures, concluding that the restoration of this heritage is an urgent and unavoidable necessity.
The Cádiz City Council has already committed significant investment, allocating an initial sum of four million euros through credit modification 3/2024. However, the PP acknowledges that the scale and technical complexity of the required works exceed the budgetary and competency capabilities of a single local administration.
For this reason, the governing team considers it essential for the State to supplement the municipal investment to develop a shared, stable, and long-term strategy. The motion also includes the creation of a Technical and Institutional Working Group to draft and formally coordinate the candidacy of Cádiz's fortified system as a UNESCO World Heritage site.
The municipal group emphasizes the historical significance of the Cádiz walls, which served as a model for defensive systems in territories of Hispano-America. Safeguarding this exceptional legacy is presented as a prerequisite and fundamental step for submitting a robust candidacy to the international organization.
