Cádiz's AIRE Plan Presented at European Forum in Modena

The Provincial Council of Cádiz presented its AIRE Plan at the annual Fedarene assembly in Modena, Italy, as an example of public space recovery and sustainable urban design.

The Provincial Council of Cádiz's AIRE Plan was presented this week in Modena (Italy) as an example of action in the recovery of public spaces and sustainable urban design, within the framework of the annual assembly of the European Federation of Agencies and Regions for Energy and the Environment (Fedarene). A provincial delegation, led by the second vice-president and head of the Ecological Transition Area, Javier Vidal, is participating in this European meeting, along with the director of the area, María Teresa Fernández, and the technician from the Provincial Energy Agency, José María Llaves. The Provincial Energy Agency of Cádiz is part of this European network.
During the forum's poster session, the Provincial Council presented an explanatory panel on the development of the so-called AIRE Plan (Plan of Integral Actions for the Revitalization of Public Spaces), an initiative launched in 2023 to promote an urban model oriented towards citizens and sustainable mobility. The meeting brings together representatives from public institutions and entities from various European countries to exchange experiences on energy transition, climate action, and sustainable development.
The AIRE Plan has been developed in phases. The first, executed in 2024, focused on training and informational actions aimed at political leaders and municipal technical staff. The second phase, developed in 2025, consisted of drafting specific projects for the recovery of public spaces in municipalities within the province, for which the Provincial Council granted financial aid to 35 town councils and autonomous local entities, with an investment exceeding 400,000 euros.
Currently, the program is in a third phase aimed at identifying funding channels to execute the projects already drafted. Participation in international forums like Fedarene seeks to learn about experiences from other European regions and explore possible funding formulas. In parallel, the Provincial Council has allocated a budget of 1,140,000 euros for 2026 to aid municipalities with fewer than 20,000 inhabitants. These grants will be directed towards financing actions related to the recovery of urban spaces for citizen use, environmental prevention, climate change, circular economy, environmental health, animal welfare, and the repair of areas affected by the storms of the past winter.
This financial allocation is integrated into the fourth line of the Provincial Council's Comprehensive Ecological Transition Plan (PITE). The general assembly of Fedarene is considered one of the main European spaces for cooperation between agencies and regions in energy and environmental matters. The presence of the Provincial Council of Cádiz at this event is part of its participation in this network, through the Provincial Energy Agency.
