The group has denounced that the access criteria for these new VPO units are excluding numerous working families registered in the municipal applicant registry. According to their statements, a family with two stable incomes, registered with Procasa, had to reject one of these homes as they could not afford the initial payment required.
The amount required for access to these homes totals 74,000 euros over approximately 17 months, to which the formalization of the mortgage would subsequently be added. This situation, according to the group, makes access “unfeasible” for low and middle-income households, undermining the social purpose of protected housing.

The Los Chinchorros development falls under the category of limited-price housing, a figure included in the Andalusian housing decree-law 1/2025. This regulation extends the income limit up to seven times the IPREM and allows homes to transition to free-market status after seven years. The group believes this regulation alters the nature of protected housing and broadens the profile of potential buyers, linking it to a shift in regional housing policy.
In addition to Los Chinchorros, the municipal group has mentioned the 200 homes projected in the Loreto neighborhood, which also operate under the limited-price formula and the same income threshold. The group has held both the Junta de Andalucía and the municipal government team responsible for not intervening to supervise or modify these conditions.
The coalition emphasized that the situation is critical given Cádiz's current demographic context, as it approaches the 100,000 inhabitant threshold. They warn that difficulties in accessing housing could contribute to population outflow from the city. Therefore, they call for a review of housing policies to ensure that VPO units fulfill their social function and are accessible to families registered in the public demand registry.
