The Cádiz City Council has issued a clarification regarding the situation of protected housing in the Los Chinchorros area, detailing the nature of ongoing developments and their management.

The controversy surrounding protected housing in Los Chinchorros has prompted the Cádiz City Council to clarify its involvement. The governing team explained that the 55 protected housing units (VPO) for sale at a limited price, currently under construction, are a private company initiative and are not being developed on municipal land.
According to the information provided, the public company Procasa, responsible for housing management in the city, merely provides the private developer with a list of applicants registered in the Municipal Register of Protected Housing Applicants who meet the established requirements. This list includes 55 main applicants and two reserve lists, totaling 165 potential assignees.
Those interested in these homes must meet conditions such as not owning another property and having maximum incomes of 5.5 times the IPREM. This operation, which establishes a protection regime preventing sale or rental to third parties for seven years, was agreed upon in February 2023 during the previous municipal term.
In contrast to this private development, the City Council is actively developing 28 protected housing units for social rental in the same Los Chinchorros area, specifically on a plot in Marqués de Crópani. These units will have affordable rental prices, with a maximum of 423 euros per month for three-bedroom apartments, adjusted downwards according to the assignees' income and municipal social services criteria.
This initiative is part of a broader municipal strategy to increase the public stock of social rental housing, with 94% of Procasa's developments allocated to this regime. In addition to Marqués de Crópani, actions are underway in other locations such as García de Sola, Avenida Marconi, Sagasta, Pericón de Cádiz, Calderón de la Barca, San Juan Bautista, the Puntales neighborhood, Merced Street, and the first phase of Tácita de Plata, all focused on affordable social rental.
The main objective of these actions is to meet the housing demand in Cádiz, especially among young people and groups with greater difficulties accessing the real estate market, promoting a model that expands the public stock and facilitates access to housing under affordable economic conditions.
