The proponents argue that the COAC has reached a scale that requires more specialized and structured administration, clearly distinguishing it from the street Carnival.

According to the carnival participants, the contest, held at the Gran Teatro Falla, is a scenic cultural production involving significant investment in music, lyrics, staging, and costumes. In contrast, the street Carnival is conceived as a popular and festive celebration. This distinction is crucial to their request, as they believe the COAC should be treated as cultural content, while the street party belongs to the festive sphere.

The argument for management by the Culture Department is based on the fact that this department, responsible for the Gran Teatro Falla, possesses a more suitable structure for managing an event with complex technical and artistic needs. The current shared management between departments, according to the authors, leads to lack of coordination, conflicts of competence, and technical deficiencies that directly affect the groups.

Furthermore, they point out that the Festivities Department faces a heavy annual workload, limiting its capacity to improve the contest. In contrast, the Culture Department's staff has specific training in performing arts, which would allow for more qualified and specialized management in line with the COAC's character. Eliminating dual organization would facilitate a single command, optimize setup times, and ensure necessary investment in scenic material.

The initiators of this proposal believe that the change would improve technical pre-production, including planned rehearsals and specialized advice. The main objective is to “dignify the contest and the participating groups,” ensuring that the effort invested is reflected in a high-quality production and contributing to the growth and enrichment of the Cadiz Carnival.
