These new guidelines, promoted by the Municipal Urban Planning Management, will replace the current provisions of the 1998 General Urban Planning Plan. The purpose is to establish an independent regulatory framework that is more transparent and accessible to both citizens and industry professionals.

Cabrera emphasized that these ordinances are essential for the present and future of Almería, expecting broad support during their processing and approval by the Plenary of the Corporation. She highlighted that the initiative responds to the urban, social, and economic transformation experienced by the city, aligning with the Law for the Promotion of Territorial Sustainability of Andalusia (LISTA).
Key aspects of the new text include the unification and simplification of regulations, aiming for greater legal certainty for citizens and developers. Specific conditions are also established to guarantee minimum habitability standards in housing, tourist apartment use is regulated with the possibility of reversibility to residential use, and flexibility is offered for the rehabilitation and changes of use in existing buildings.
Furthermore, the ordinances promote sustainability and energy efficiency, incorporating requirements related to alternative energies, environmental quality, and emission control. Accessibility and safety in buildings are reinforced, regulating aspects such as access, internal circulation, and fire prevention. With these measures, the Almería City Council seeks to consolidate a balanced and quality urban development model.
