The initiative, to be approved in this Thursday's Ordinary Plenary Session at the proposal of the Municipal Tax Agency, considers these economic activities to be of “special municipal interest or utility”. This classification is based on the “social, cultural, historical-artistic, or employment promotion circumstances” that characterize these premises, all of which were previously distinguished under local regulations.
The 50% bonus on the IBI quota will be granted once the compliance with the established requirements is verified. This declaration is an essential step to formalize the right to the tax reduction, strengthening the legal framework that supports such incentives.
The “emblematic establishment” category is governed by a municipal ordinance designed to safeguard businesses with an uninterrupted trajectory of more than 40 years, which also stand out for their uniqueness or for preserving elements of historical or patrimonial value. This distinction is a key tool to support traditional commerce, facilitating economic aid and tax incentives such as the IBI reduction.
Among the 14 new businesses that will benefit from this measure in 2026 are the Hotel Alfonso XIII, Casa Vizcaíno, Sombrería Maquedano, Hostelería del Laurel, Bar Ventura, Casa Palacios, Ochoa, Joyería Reyes, Populart, Bar Dueñas, Hotel Inglaterra, Hotel Bécquer, Hotel Goya, and Hotel Gravina 51. These join the 15 establishments that already received the same distinction in 2025, such as Antigua Casa Rodríguez, Galerías Madrid, and El Rinconcillo.
A particular case is that of the Hotel Alfonso XIII, whose managing entity, Starwood Alfonso XIII Hotel Company, S.L.U., has recently regularized its tax situation with the City Council. In November 2025, the municipal government authorized the fractionation of an accumulated debt of 2,940,416.44 euros, which is being settled in monthly payments until February 2031. Despite this situation, the hotel meets the requirements for the IBI bonus, according to a favorable report from the ATSe Income Management Department, even though the Seville City Council is the cadastral owner of the property.
