Andalusian Parliament Convenes Amidst PP's Solo Governance Ambitions and Vox's Pressure

The constitutive session of the XIII Legislature of the Andalusian Parliament has highlighted the tensions between the Popular Party (PP) and Vox. The re-elected President of the Chamber, Jesús Aguirre, has called for "parliamentary courtesy" to facilitate the investiture of the future president of the Junta, Juanma Moreno.
Jesús Aguirre, proposed by the PP to repeat in his role, has been elected President of the Parliament. His reappointment is interpreted as a sign of continuity and a willingness to reach an understanding with Vox, whose support is necessary for Moreno's investiture. However, contacts between the two parties have not yet yielded results.
The spokesperson for the Popular group, Toni Martín, stated that the PP's intention is to "govern alone, with programmatic agreements and from outside the Government." According to Martín, Vox rejected the offer to occupy one of the positions on the Parliament's Bureau, such as a vice-presidency or a secretariat.

"Martín can say whatever he wants: they haven't offered us anything. We have acted with congruence."

Aguirre has fifteen working days, until June 29, to propose a candidate for investiture. The next two and a half weeks will be crucial for the PP and Vox to reach an agreement. The main obstacle appears to be Vox's desire to join the government, even if it's with a regional ministry.

"We want concrete measures, and then we will see who executes them; we are not saying we renounce being in the government or that we will join."

Gavira expresses optimism about the progress of negotiations, describing the meeting between Moreno and himself as "cordial and friendly." Both parties will meet again and exchange proposals in the coming days.
The re-election of Jesús Aguirre has also been interpreted by some PP parliamentarians as a "transitional presidency," intended to facilitate understanding with Vox. The composition of the Parliament's Bureau could change if an agreement is reached, as has happened in Aragon.
Meanwhile, the general secretary of the Andalusian PSOE, María Jesús Montero, was the only party spokesperson who did not appear before the media. In her place, María Márquez criticized the choice of Aguirre as Parliament President, calling it a "lack of respect for the women of Andalusia."
