ADEPA Denounces Opacity in Royal Shipyards of Seville Works

The Association for the Defense of Andalusian Heritage (ADEPA) has once again denounced the opacity and deficiencies in the works at the Royal Shipyards of Seville, a Historic-Artistic Monument, stating that current interventions deviate from agreed recovery objectives and have led to the loss of crucial historical elements of the building.

The management and execution of the works at the Royal Shipyards of Seville continue to be a source of controversy. ADEPA has expressed its concern regarding the lack of transparency and the absence of responses concerning the works, which are expected to culminate in the opening of the site in the coming months. The organization emphasizes that the intervention not only deviates from the agreed recovery objectives but has also caused the irreversible loss of fundamental historical stages of the building.
Following its closure to the public in October 2025, works at the medieval shipyard are proceeding under the patronage of the Cajasol Foundation. ADEPA criticizes the lack of information from the Junta de Andalucía, owner of the building, and the Seville City Council, despite their repeated requests for details on the new project and the scope of ongoing interventions.

In light of this situation, ADEPA has urgently called upon the Ministry of Culture of the Junta de Andalucía, the Seville City Council, and the Cajasol Foundation to publicly disclose current interventions and to cease what they term a “fait accompli policy.” Their specific demands include the complete restoration and waterproofing of the walled enclosure, the removal of infill in two naves to restore the shipyard's integrity, and the elimination of modern elements obscuring the Foundry Room. The association considers these measures essential to preserve a monument declared a World Heritage Site by UNESCO.
The history of the Shipyards dates back to the 12th century, with remains from that period. The complex, which began with the Islamic walled enclosure and the Almohad barbican, housed the naves of the Royal Armada's galley shipyard between the 13th and 16th centuries. Over the centuries, the building transformed, serving as a station for the Carrera de Indias (16th-18th centuries), headquarters for the Royal Artillery Maestranza (18th century), and a military barracks (19th and 20th centuries).
The main point of contention lies in the non-compliance with the agreement signed on December 29, 2017, which established the fundamental objective of “recognition, recovery, restoration, and enhancement” of all constructive phases of the monument. However, after open house days in early October 2025, ADEPA reported that the executed work did not conform to what was agreed, describing the intervention as “archaeologically insufficient, historically impoverishing, and architecturally contradictory.”
The association details five critical points of non-compliance: the lack of accessibility and maintenance issues in the Walled Enclosure and the Almohad Wall; the disregard for the demand to restore the monumental scale of the Medieval Shipyard; irreversible damage to the Artillery Foundry Room, converted into a shop and obscuring its valuable roof; drastic transformations of 19th and 20th-century interventions, such as the conversion of the chapel into a cafeteria; and general opacity in the current works.
