Andalusia prepares decree to coordinate firefighters by 2027

The new regulation aims to unify the organization and functioning of fire prevention and extinction services across the autonomous community.

Councilor Antonio Sanz announced that the new decree for the coordination of Fire Prevention and Extinction Services (Speis) will be ready in early 2027, unifying organization and functioning throughout Andalusia.

The first vice-president and Minister of Presidency, Health, and Emergencies, Antonio Sanz, announced that the new draft decree for the coordination, organization, and functioning of the Fire Prevention and Extinction Services (Speis) will be ready in the early months of next year, 2027. This announcement was made during the presentation of new vehicles for the Provincial Firefighters Consortium of Málaga.
The minister highlighted that investing in equipment like that presented, an Advanced Command Post and a Logistics Unit for Emergencies and Floods, is an investment in safety and resilience for the citizens of Málaga and all of Andalusia. The decree culminates a regulatory process initiated in 2019 by the Government of Juanma Moreno, responding to historical demands from the sector and adapting to increasingly complex risks.
This regulatory framework is completed by Law 2/2023 and Decree 36/2025, which already regulated aspects such as scales, functions, access, and training. The new project focuses on the daily activity of the services, their organization, planning, necessary resources, and intervention coordination, aiming to ensure a rapid, professional, and coordinated response for all citizens, regardless of where they live.
The decree will establish common bases for the regulations of Andalusian fire services, maintaining municipal ownership and management, but setting a shared framework for coordination by the Junta. Permanent (24/7) provision and an autonomous operational capacity of at least 72 hours in extraordinary emergencies are foreseen, responding to experiences such as those encountered during 'danas', floods, and major forest fires.
Territorial planning will establish a maximum response time of thirty minutes to reach population centers, considering factors such as population, road network, and industrial risks. The norm will also order interventions by complexity, regulate the progressive increase of resources, and reinforce unified command, allowing access to the 1-1-2 Andalucía technological platform.
Furthermore, a Single Personnel Registry will be created, attached to the Emergency Agency of Andalusia, to certify the identity, category, and authority status of professionals. The project also addresses continuous training, occupational risk prevention, and gender equality, resulting from joint work with professionals and local entities.
Antonio Sanz argued that this regulation prepares public services to face diverse and complex emergencies, positioning Andalusia as a pioneer and anticipating the sector's needs, even before a national standard is called for.
Additionally, the Junta will initiate the processing of a new Andalusian self-protection decree, which will update planning obligations and strengthen prevention in centers and activities, complementing operational response with an informed citizenry regarding risks and actions.
