Dozens of Jaén residents have used social media to report a dog that roams the city at will, becoming an unwilling local celebrity. This border collie has been spotted on multiple occasions in areas such as El Neveral, Bulevar, Gran Eje, and Santa Isabel, creating a mix of surprise and concern among those who encounter it.
Despite the alerts, many claim the animal is not lost but belongs to a shepherd who, apparently, is not concerned about its escapes. The situation has led several citizens to try and check if the dog is disoriented, observing that it sometimes appears frightened and other times simply goes about its business as if it had its own agenda.
One day it's going to cause an accident.
The primary concern revolves around safety. Residents have reported that the dog has narrowly avoided being hit by vehicles on several occasions, and there is a fear it could cause a serious accident, as some drivers have had to swerve abruptly to avoid hitting it. The animal has also been seen limping or exposed to rain during storms, exacerbating concerns for its welfare.
Given this situation, some residents have suggested that an animal shelter should take charge of the dog, implying a possible breach of the Animal Welfare Law. They propose that the animal be collected and placed with an association that can ensure its care and, eventually, its adoption by a responsible family, thereby preventing risks for the dog, drivers, and pedestrians alike.
Spain's Law on the Protection, Welfare, and Ownership of Companion Animals mandates the identification of animals via microchip and the provision of adequate care, supervision, and control. Violations of this law can result in fines ranging from 100 to 45,000 euros, in addition to accessory penalties such as animal confiscation or a ban on ownership.
