Under slogans such as "C1 now" and "Group B now," workers from the Andalusian Health Service (SAS) have raised their voices to demand compliance with the Framework Agreement for a 21st Century Administration, signed in 2022. The mobilization, called by CCOO, UGT, and SAE, was replicated in hospitals across Andalusia, highlighting the discontent of a group that feels undervalued.
Martín Robles, a representative from CCOO Jaén, pointed to the Ministry of Finance as the main party responsible for blocking the measure, which affects thousands of professionals throughout Spain, approximately 3,000 in the province of Jaén alone. The reclassification, which would involve an annual investment of around 450 million euros, aims to recognize the essential work of technicians in categories such as TCAE, pharmacy, laboratory, and radiology.
For her part, Conchi Ortega of UGT Public Services Jaén, broadened the demand to include other labor rights, such as fair wages and stability, and denounced the differences between autonomous communities, calling for real equality across the State.
Juan Ramón Ledesma, from SAE Jaén, emphasized the need to update what he considers obsolete professional functions, highlighting the key role of technicians, who constitute nearly a quarter of healthcare staff, in ensuring quality care.
The joint manifesto read during the concentration recalled that the reclassification is included in the Basic Statute of Public Employees and that the 2022 agreement stipulated its implementation before 2023. The unions criticize that, following the academic adaptation to the Spanish Qualifications Framework for Higher Education (MECES), there is no justification for the delay.
The unions are demanding the immediate approval of the necessary funding, full compliance with the Framework Agreement, and an end to professional discrimination. They have warned that they will intensify mobilizations if the situation is not resolved, reiterating that "professional dignity is not given away" and "agreements are fulfilled."
