The plenary session of the Economic and Social Council (CES) of the Province of Jaén held an ordinary meeting to define its considerations and recommendations on the province's socio-economic and labor situation for 2025. These documents, to be sent to the Jaén Provincial Council within the first seven months of the year, cover twenty chapters including sectors such as agriculture, business, construction, housing, healthcare, and industry.
Among this year's new additions, the Provincial CES places special emphasis on water management and the water transition, as well as housing. In the healthcare chapter, measures are proposed to guarantee the exercise of voluntary termination of pregnancy, noting that Jaén is the only Andalusian province where this is currently not possible.
The report also addresses insolvency proceedings, pointing out their inefficient use, and advocates for the promotion of agrivoltaics, a technique that allows for solar energy generation compatible with olive cultivation, increasing production by up to ten percent.
In healthcare matters, the Provincial CES reiterates its concern for improving waiting times in consultations and hospitals, and mentions childhood obesity and mental health, demanding more professionals in these areas.
Significant deficiencies in infrastructure are acknowledged, updating a 2017 report on railways and indicating potential improvements in energy infrastructure, such as a new 400 kilovolt line from Baza to Úbeda and Manzanares, and the demand for a line for the Sierra Sur and Andújar towards Marmolejo.
Regarding depopulation, it is noted that the province of Jaén has lost 1,200 inhabitants in 2025 compared to 2024, although 26 municipalities have seen population increases, including Jaén and Linares. The aging population is reflected in healthcare statistics.
Finally, the issue of late payments by public administrations is addressed, and the need for large companies to respect the Late Payment Law when subcontracting smaller companies in the province is emphasized.
