Andalusian Election Campaign: Biogas Macro-Plants Debate Shapes Agenda in Jaén

The province of Jaén becomes the epicenter of discussion on energy projects and the need for its own voice in the Andalusian Parliament.

The campaign for the Andalusian regional elections on May 17 has focused on the province of Jaén, where the debate over the implementation of biogas macro-plants has become a central issue in the political contest.

A candidate from the Andalucistas – Andalucía Por Sí – StopBiogás party has highlighted the collaborative work with citizen platforms in various municipalities of Jaén to oppose the proliferation of these facilities. The continuation of complaints filed with the Environmental Prosecutor's Office and the Andalusian Ombudsman has been mentioned, as well as the halt of a project in Andújar, described as “a victory for citizen mobilization”.
The political representative has criticized what is considered an “uncontrolled planning” of energy projects in the province, accusing the Junta de Andalucía of being the main driver of this model. It has been pointed out that Jaén is being used as a “sacrifice territory,” with a concentration of projects not seen in other provinces.

"Jaén needs its own voice in the Andalusian Parliament and to stop being a sacrifice territory."

Furthermore, reference has been made to a court ruling in Andújar that, as explained, confirms the illegal fragmentation of energy projects. This precedent is considered “key” for future judicial and administrative actions.
The candidate has also questioned the real scope of action for local councils when faced with projects supported by the regional administration, in response to statements made by representatives of the Junta de Andalucía regarding municipal responsibility in these matters.
Beyond the biogas debate, the need for Jaén to have its “own voice” in the Andalusian Parliament to demand priority investments has been advocated. A “Jaén Quota” has been proposed to guarantee specific funding for infrastructure, healthcare, dependency care, and public services. Other topics addressed include the state of Andalusian public healthcare, the province's railway deficiencies, and the feeling of institutional abandonment that, in their opinion, Jaén has suffered for decades.
