The initiative, which seeks to transform the architectural complex of the old prison and its surroundings, envisions the creation of a large open campus with green areas and communal spaces. In addition to the Innovation, Culture, and Environment Center, the emblematic building will house dance and music conservatories.
The project also includes the construction of an underground auditorium in a public access square, from which green corridors will extend to connect with other neighborhoods and points of the city. The project's area of influence covers nineteen neighborhoods, delimited by Avenida de Andalucía, Pío XII, Calle Honduras, and Pérez Cubillas, with the old prison serving as the neuralgic and structuring center of Isla Chica and its surrounding areas.
Known as Huelva Distrito H, this plan was submitted as a candidate for the Integrated Action Plan (PAI) to secure necessary European funding. Last October, the City Council received the provisional resolution from EDIL (Integrated Local Development Strategy), being ranked as the seventh best in Spain, which granted it a subsidy of 11.9 million euros. The total investment for the project amounts to 14 million euros, with the Consistory contributing the remaining two million.
A crucial and highly valued aspect for the approval of Huelva Distrito H is the inclusion of a space dedicated to Historical Memory within the old prison building. The old prison has been declared a Place of Democratic Memory of Andalusia by the Junta de Andalucía.
