The coalition's spokesperson, Mónica Rossi, stated that the City Council has accumulated over a decade without implementing plenary agreements to declare contaminated land, despite it being a municipal responsibility, according to the group. Rossi recalled that the Plenary approved initiatives in 2015 and 2018 to advance these procedures, but none have materialized to date.
This demand is linked to a recent resolution by the Junta de Andalucía which declared the environmental authorization for a photovoltaic project in Punta del Sebo as withdrawn. According to Con Andalucía, technical reports detected risks due to the presence of polluting substances in the subsoil, documentation that was sent to the City Council at the end of 2025. Therefore, the group will inquire whether the Consistory has initiated the process to officially declare the affected land in Punta del Sebo as contaminated.
Rossi believes that the lack of action delays the environmental recovery of the area and prevents holding those responsible for the contamination accountable. The second initiative focuses on the Short-Term Action Plan for atmospheric pollution episodes, the development of which began in 2025 and, according to the group, still lacks final approval.
The spokesperson stressed the need for a tool to coordinate the response of municipal services, Civil Protection, and security forces during episodes of poor air quality. Rossi considers the Low Emission Zone insufficient to address all air quality issues in the city. Con Andalucía will request explanations for the delays and the government's plans for its implementation.
Finally, the coalition will also question the pricing policy of the new provisional parking lot on the site of the old La Merced Market, following criticism from the neighborhood association.
