Torremolinos Reduces Supplier Payments to 13 Days and Defends Coastline

The Torremolinos City Council plenary session reported a historic record in the average payment period to suppliers, setting it at 13.49 days, and approved a motion urging the central government to halt the modification of the General Coastal Regulations.

The ordinary plenary session of Torremolinos for the month of July has achieved a historic milestone by setting the average payment period to suppliers at 13.49 days during the second quarter of 2026. This figure represents a significant reduction of 94.6% compared to the 250 days recorded in 2021 and a decrease of 52.6% when compared to the same period last year.
During the plenary session, the Liquidation of the General Budget of the City Council for the fiscal year 2025 was also approved. The report from the Municipal Intervention indicates a positive treasury surplus amounting to €4,390,219.53. Furthermore, the debt percentage relative to liquidated income stands at 48.43%, representing a 16% decrease from the 57.70% registered in the 2024 liquidation and far from the 76.67% recorded five years ago.
The Municipal Corporation approved, with votes in favor from PP and Vox and against from PSOE and IU-Podemos, a declarative motion presented by the Popular Party in defense of beach establishments and entrepreneurs, the legal certainty of the coastline, and support for coastal municipalities.
The motion urges the Government of Spain to reject any modification of the state coastal regulations that is processed without real dialogue, institutional consensus, or effective participation from autonomous communities, coastal municipalities, and affected business sectors. It calls for the "immediate suspension" of the processing of the Royal Decree Project modifying the General Coastal Regulations until an effective process of cooperation and consultation is opened.
The approved text also calls on the central Government to defend legal certainty, respect for competencies, and the need for any reform of coastal regulations to be addressed in an orderly, comprehensive, and consensual manner. It requests defending before the European Commission the "singularity of the Mediterranean and Andalusian coastline," the economic, social, cultural, and tourist importance of beach establishments, services, and businesses, and the compatibility between environmental protection, sustainable economic activity, and legal certainty.
Finally, the motion requests the creation of a specific line of economic aid for coastal municipalities to finance the removal, transport, treatment, valorization, or disposal of algae and beach wrack, as well as an integral support strategy for coastal municipalities including sufficient funding for coastal management, beach stabilization and regeneration, conservation of the maritime-terrestrial public domain, administrative simplification, seasonal services, and improvement of safety, mobility, and accessibility in beach areas.
