During his speech in the upper house, the mayor highlighted the need to improve coordination between different administrations. He explained that procedures dependent on bodies such as water confederations, air safety authorities, or road management agencies currently act as a brake on the approval of new neighborhoods and urban developments in many Spanish cities.
The municipal leader advocated for implementing new tools to facilitate the granting of licenses. As a successful example, he highlighted the collaboration that the City Council of Córdoba maintains with the Architects' Association of Córdoba, an alliance that he noted is yielding positive results and could serve as a model for other municipalities.

Regarding social housing, the mayor defended local initiatives such as the Vives Plan, aimed at young people, and specific projects for the elderly. He also highlighted the Andalusian legislation that allows for the reuse of public land for residential purposes, helping to meet current demand.
Finally, the mayor referred to the recent reform of urban planning regulations in Córdoba. This measure allows for increased buildability in consolidated buildings to facilitate the installation of elevators and energy efficiency improvements, such as new roofs or climate control systems, allowing neighborhood communities to finance these works through the creation of new housing units.
