Córdoba City Council Urges CHG to Join Flood Technical Committee

The Plenary Session of the Córdoba City Council has unanimously urged the Guadalquivir Hydrographic Confederation (CHG) to reconsider its refusal to become part of the technical and citizen committee on flooded and floodable areas.

The Córdoba City Council unanimously requested this Wednesday that the Guadalquivir Hydrographic Confederation (CHG) reconsider its refusal to participate in the technical and citizen committee on flooded and floodable areas. The objective is to comprehensively address the situation of the subdivisions and population centers affected by the rise of the Guadalquivir River.
A few days ago, the body dependent on the Ministry for Ecological Transition and the Demographic Challenge rejected the invitation. The CHG sent a letter to the City Council arguing that there was no legal basis or clear competencies for its incorporation. Now, the municipal corporation reiterates its invitation to resolve a problem that has been entrenched for decades in the city.
The PP, in the original motion, highlighted the importance of the CHG reconsidering its stance and agreeing to join the committee. Furthermore, it reminded them of the need to step forward and stop paralyzing projects such as the channeling of the Guadalquivir River through the city, a project half-finished for 25 years that requires updating to prevent floods.
Other key issues in which the CHG must be involved, and which residents also refer to, are the cleaning and good condition of the riverbeds of the streams from the Sierra that flow into the river, a source of continuous risk situations. Also mentioned is the long-awaited burying of the Guadalmellato Canal as it passes through the city, particularly in the western expansion area.
In its letter, the CHG explained that the participation of representatives from other administrations in collegiate bodies requires the use of inter-administrative cooperation instruments. Therefore, an agreement or convention would need to be formalized, and in the current situation, "incorporation into strictly municipal bodies without the corresponding legal support is not appropriate."
However, the CHG "reiterates its full willingness" to "collaborate" with the Córdoba City Council "in the analysis and treatment of the flood problem" through the foreseen institutional coordination mechanisms. It recalled that one of the "essential" coordination instruments are the flood risk management plans, which guarantee "coherent, homogeneous action in accordance with current European and state regulations."
In other matters, the Plenary Session has urged the Citizen Security Delegation to prepare a report on "the needs for coexistence, prevention, and citizen attention during night hours in the different neighborhoods of Córdoba." The report should identify available municipal resources, their coverage, and possible improvement measures.
This mandate, a response to a motion by Vox on the implementation of a night watch service, includes evaluating coexistence incidents, analyzing prevention and attention resources, and potential reinforcements in security, civil protection, social care, and participation.
