The construction of a sports center on the site of the former Youth Pavilion, in Córdoba's South District, was scheduled for tender in March, but by mid-April, no progress has been made. The Municipal Sports Institute of Córdoba (Imdeco) had planned a contract for a company to build, equip, and operate the center for several decades.
The Youth Pavilion, closed for 25 years, has been the subject of multiple failed projects. In October 2019, Imdeco began its demolition. The PP committed to tendering the work before the end of its term in 2023, but it was not possible. A tender in November 2023 was unsuccessful, and the readjustment of the specifications for a second attempt has not yet materialized.

The spokesperson for the socialist municipal group, Antonio Hurtado, criticized the «failed management» of the PP in the Córdoba City Council, noting that the first public offer was deserted at the end of 2023 and that the second tender has been «in the pipeline for two and a half years». Hurtado lamented Bellido's «insistence on a poorly planned operation with the risk of failing a second time».
The PSOE has called for a «radical» change in the project's management. They argue that Imdeco is not the appropriate body for construction, suggesting that the Municipal Urban Planning Management, with more human resources, should take charge. Furthermore, they question the comprehensive concession system (project, construction, and operation) for not guaranteeing economic and financial sustainability.

The municipal opposition proposes that Urban Planning should invest in the project's development and construction, that collaboration with the Junta de Andalucía should be sought for financing, and that operation should be managed directly by Imdeco, following the model of the Vistalegre Pavilion.
