The 2025 municipal budget settlement has revealed that the Córdoba City Council fell significantly short of its income estimates for terrace permits. Despite the growth of the hospitality sector in the capital, collections amounted to 710,933 euros in net recognized rights, representing only 52.8% of the 1.34 million euros initially calculated.
This discrepancy created a "hole" of 634,967 euros in municipal coffers, a figure that, while not critical for the overall budget, is significant within this specific item. Furthermore, of the recognized amount, only 440,778 euros were physically collected, leaving 270,155 euros outstanding as of December 31, 2025.
“"The municipal government also indicated that by lowering this fee, it aims to "incentivize the regularization" of terraces."
The situation in 2025 was worse than in previous years. In 2024, the fulfillment of forecasts reached 66.8%, with 878,439 euros collected. This means that in 2025 there was a 19.1% decrease in revenue from terrace fees, resulting in 167,506 euros less for municipal coffers. Even the indicators for 2023 (54.8%) and 2022 (62.7%) were higher, showing a downward trend in the realization of these estimates.
For the current fiscal year, the municipal government has adjusted its expectations, forecasting 1.24 million euros in revenue from this source, 8% less than in 2025. This reduction is partly due to the decision to lower the fee paid by bars and restaurants for occupying public spaces by 25%. This measure aims to compensate for new duties and obligations imposed by the modification of the municipal ordinance, such as the installation of studs on the ground to delimit terraces and the use of QR codes to facilitate supervision.
