The FIBES R-1 project, driven by a public-private collaboration, includes the construction of 691 protected accommodations for rent in Sevilla Este, along with tertiary uses and parking facilities. The initiative, representing an investment of 157,393,399.62 euros, stands as one of the largest projects of its kind in Spain for the development of protected housing, receiving 25,838,818 euros from European Next Generation funds.
The groundbreaking ceremony was attended by institutional figures such as the Deputy Mayor for Urban Planning, Heritage, and Housing and President of Emvisesa, Juan de la Rosa; the CEO of Lagoom Living, Javier Braza; the Government Delegate in Andalusia, Pedro Fernández; and the President of the Junta de Andalucía, Juan Manuel Moreno, among other representatives.
The exceptionally agile processing of the project was highlighted, with a building permit application submitted on December 17, 2025, and granted just 68 days later, on February 23, 2026. Construction began on July 16, 2026. These tight deadlines were made possible by the coordinated work of the Urban Planning Department, EMVISESA, Lagoom Living, and the technical teams involved.
FIBES R-1 will offer 691 protected accommodations distributed into three typologies: 66 three-bedroom units, 597 two-bedroom units, and 28 one-bedroom units. The design is conceived as a collective and flexible residential infrastructure, organized around a large central garden, and will incorporate community spaces such as coworking areas, a playroom, a gym, a swimming pool, and children's areas, aiming to surpass the traditional concept of residential development.
The development integrates sustainability and energy efficiency criteria, featuring aerothermal systems for domestic hot water, photovoltaic solar energy, controlled mechanical ventilation, high-efficiency aluminum exterior carpentry with thermal breaks, acoustic insulation solutions, and full air conditioning, along with a design that promotes natural light and ventilation adapted to the climate of Seville.
The project is being developed on a strategic plot near the Palace of Exhibitions and Congresses of Seville, contributing to the configuration of Sevilla Este as a new urban center. This initiative complements the efforts of the City Council and EMVISESA to increase the supply of protected housing, with a municipal plan currently encompassing 2,202 protected homes in various development stages.
During the ceremony, a symbolic gesture for the future was made by placing coins, the day's newspapers, the Andalusian Statute of Autonomy, and the digital architectural project into a time capsule. With this milestone, FIBES R-1 advances its goal of transforming protected housing with affordable rents, community spaces, and urban quality.
