The regulation, which amends a previous decree-law, introduces a new article allowing farmers in the Guadalete, Barbate, Campo de Gibraltar, and Guadalhorce exploitation systems to defer or pay in installments the quotas corresponding to 2025. Although these payments relate to the past year, their settlement and payment are due now, coinciding with a complex treasury situation for many Andalusian agricultural holdings.

Beneficiaries can request a one-year deferral or installment payments for up to two years, unless they indicate a shorter period. It is important to note that no guarantees will be required, nor will late payment interest be applied, and the period will begin once the deferral or special installment request is registered. This initiative aims to provide immediate financial relief, adapting farmers' obligations to the current exceptionally complicated situation.

The storms at the end of 2025 and beginning of 2026 caused significant complications for agricultural activity in certain areas of Andalusia, leading to prolonged waterlogging, damage to access roads to farms, and damage to irrigation systems. These circumstances prevented the normal execution of essential tasks such as land preparation, sowing, and monitoring of planted crops, resulting in production losses and increased costs that have strained the economy of agricultural businesses.

This flexibility measure for 2025 payments complements the 100% bonus on 2026 quotas, already established in a decree-law approved in February 2026 by the Junta de Andalucía. This bonus is intended for holders of water use rights for irrigation who benefit from regulation works or other specific hydraulic actions in the aforementioned territorial areas.
