Electric Scooter Fines Increase in Cadiz Amid Information Shortage
The Local Police of Cadiz has reported a significant rise in fines for improper use of electric scooters, as users and businesses demand clearer regulations.

The use of electric scooters in Cadiz has grown significantly, transforming the urban landscape, but it has also led to an increase in penalties due to regulatory ambiguity and a lack of clear information among users.
The popularity of electric scooters in cities like Cadiz has grown exponentially, becoming a common mode of transport. The city's characteristics, with its extensive bike lanes and ease of movement, have contributed to these vehicles being a constant presence on the streets of Cadiz.
Although most users correctly circulate on bike lanes, especially in areas such as the Paseo Marítimo or the Avenida de la Sanidad Pública, infractions persist. Some users ride on sidewalks or at inappropriate speeds, which has led to an increase in fines.

"The most common infractions are riding in pedestrian areas, using a mobile phone, or carrying a minor. Specifically, in 2023 there were 500 fines, which rose to 739 in 2024, while in 2025 there were 568. So far this year, 96 users have been fined."
The Local Police has also warned about the danger of carrying two people on a single scooter, especially if one is a minor, due to the high risk in case of an accident. Given this situation, the City Council has launched an information campaign on the new regulations from the General Directorate of Traffic, which requires insuring and registering these vehicles.
However, both private users and tourist companies that use electric scooters on their routes through the old town express frustration over the lack of clear information and bureaucratic hurdles in adapting to the regulations. They point out that even insurance companies are unsure how to proceed, depending on the scooter's speed or model.

Users also lament the inconsistency in the application of sanctions by officers, suggesting a lack of clarity even within law enforcement. They request a meeting with the City Council to properly comply with current regulations and improve coexistence in the city.
