The municipal administration of Cádiz continues to offer no definitive solution regarding the six hybrid buses that joined the urban fleet in 2022. Although these vehicles remain in operation, their administrative status is still in limbo, creating uncertainty about their acquisition and payment.
Municipal technicians have decided to shelve the review of official proceedings previously agreed upon by the plenary in October 2025. This decision is based on the inability to identify a specific contractual act to review, given that the relationship between the City Council and the concessionaire company, Tranvía, has been provided for years "without a contract" and "by mere de facto means," lacking any governing specifications or documentation.
Following this conclusion, a patrimonial responsibility investigation will now be initiated. This new procedure will aim to determine whether the City Council must cover the debt claimed by Tranvía for the purchase of the six buses, which would amount to nearly 2 million euros (approximately 330,099.77 euros per unit). The incorporation of the vehicles, although lacking a formal administrative file, occurred with the administration's knowledge, which could be interpreted as a verbal contract.
The urban bus fleet in Cádiz suffers from considerable aging, with vehicles exceeding 25 years of age. The acquisition of these six hybrid buses represented one of the few recent updates to the public transport system, but their administrative status continues to be a challenge for the council.
