The admiral chief of the Cádiz Arsenal and the Rota Naval Base, the most important military installation in the province, will cease his duties in early May. During his three and a half years in command, significant reforms and expansions have been promoted in both facilities.
The admiral will take up his new position as Defense Advisor to the Permanent Observer Mission of Spain to the Organization of American States (OAS) and Advisor for Hemispheric Security Affairs. His mandate, which began on October 6, 2022, has been marked by intense activity in the modernization of military infrastructure.
Among the most notable achievements is the construction of a photovoltaic solar plant at Rota Base, aiming for energy self-sufficiency. Large-scale projects have also been initiated, such as a new fuel storage and distribution system, and a building for the High Readiness Maritime Headquarters, which will benefit both the Navy and NATO.
Furthermore, progress has been made in adapting the Base to accommodate new vessels, such as the Bonifaz (F-110) class frigates, and aircraft, through the modernization of docks, hangars, and other facilities. The arrival of NH-90 and H-135 helicopters has led to the creation of new squadrons and the tender for works on a simulator building. The Navy's Additive Manufacturing Center has also been inaugurated.
In terms of international collaboration, a close relationship has been maintained with US Navy authorities at the Cádiz base, which has allowed for the incorporation of a fifth US destroyer, with a sixth expected in the future. At the Arsenal level, important maintenance and modernization work has been carried out on key vessels such as the Juan Carlos I at Navantia Puerto Real and the Juan Sebastián de Elcano at Navantia San Fernando, the latter celebrating its centenary.
The admiral is currently bidding farewell to representatives and institutions of the Bay of Cádiz, including the mayor of Rota, who has highlighted the strong institutional relations consolidated during this period. The Cádiz Arsenal, with a staff of approximately 1,400 people, is responsible for logistical support to Navy units in the Bay of Cádiz and other Andalusian provinces, as well as in Ceuta and Melilla.
