The City of Justice of Cádiz project, whose foundation stone was laid on December 15, 2025, is in a state of practical paralysis. Two of the five phases planned for its realization are already accumulating considerable delays, according to available information.
Following the plan established by the regional government, in June 2026, the consolidation works for the old Engineers' Houses of Tabacalera (Phase 1) should have begun, and the tender for the newly constructed building (Phase 3) should have been launched. However, neither of these two assignments has started.
Regarding Phase 1, the initiative was put out to tender but was declared void. The initial deadlines were already affected, as the tender for the consolidation work of these historic buildings was released on March 12, when it was scheduled for January. The procedure, with a base budget of 966,930.96 euros (VAT included) and an execution period of 8 months, concluded on April 27 with no interested companies.
The Ministry of Justice assured that the works would be re-tendered and that this setback would not affect the deadlines. However, with July progressing, there is still no news regarding the start of this phase, making its completion, scheduled for February 2027, difficult.
The deadline for the tender of the new building's construction (Phase 3), approximately 20,800 square meters, has also not been met. This building will house the Court of Instance, the Provincial Court, the Duty Court, hearing rooms, the detainee area, justice support services, and space for professional associations. The tender was planned for June 2026, with a 26-month execution period and a completion date in March 2030.
On the other hand, Phase 0, which included preparatory actions, has also experienced delays. Although the tender for the removal of debris in Depósito 1961 was awarded in December 2025, the contracts for fencing and clearing plot 5 and pruning the historic garden were awarded in mid-April, later than anticipated.
Other pending phases include the tender in September for the interior work of Depósito 1961 (Phase 2), intended to house General and Execution Common Services and the Institute of Legal Medicine and Forensic Sciences, with completion expected in December 2028. Phase 4, involving the rehabilitation of existing warehouses for archives and an auditorium, should be tendered in December 2026 to be operational by the end of 2028. Phase 5, for future expansion, will depend on the need for more space.
