Cádiz Demands More Protected Housing from Junta on Key Plots

The City Council insists on increasing the percentage of social housing units in the developments planned for Tolosa Latour and the former Nautical building.

The Cádiz City Council has intensified its pressure on the Junta de Andalucía to ensure a greater number of protected housing units on its properties in the city, particularly on the plots of Tolosa Latour and the former Nautical building.

The Junta de Andalucía has yet to finalize the housing model it will promote on its unused land in Cádiz. Although the agreement with the City Council to activate this plan was signed in January 2025, a subsequent agreement with the regional administration to determine the number of units and the proportion of protected housing remains pending.
Eight months after the agreement's signing, the deal is still open. The Junta has three facilities with the potential to build housing: the former headquarters of the Delegation of Labor on Valdeíñigo street (approximately 13 units), the Tolosa Latour plot (191 units), and the former Nautical headquarters (165 units).
One of the reasons for this delay is the insistence of the Cádiz City Council, led by mayor Bruno García, on maximizing the inclusion of protected housing. The municipal government considers the promotion of this social housing model a priority, both for units developed by the council itself and those promoted by other administrations.
Regarding Tolosa Latour, despite being a large plot owned by the Junta, a portion will be allocated to a new administrative office building for the regional government, thus reducing the land available for housing. The City Council has requested that a significant percentage of these developments be designated as social housing.
The Junta does not plan to eliminate the administrative building at Tolosa Latour and has already detailed the departments that the future complex will house, which could be operational by 2029. These include the Autonomous Police Unit, the Andalusian Emergency Agency, the Territorial Delegation of Justice, the Andalusian Employment Service, the Dependency Assessment Service, the Andalusian Housing and Rehabilitation Agency, and the Digital Agency of Andalucía.
Concerning the Nautical building, the Junta had considered its sale, expecting to earn around 8 million euros in 2024, as there was no obligation to build housing. However, the City Council has succeeded in having the building designated for residential use, rejecting a hotel option. The unique urban design of the former educational center might affect the final number of units, although approximately 165 were initially announced.
In recent years, the Junta de Andalucía has generated millions in revenue from the sale of the Loreto plot and the former Residencia de Tiempo Libre. Concurrently, it has pending housing execution phases in Matadero and the renovation of Cerro del Moro.
