These preliminary actions are essential for the construction of the complex, which includes the consolidation of the old Casas de los Ingenieros de Tabacalera, located in the historic depots. Phase 0, which began in mid-December 2025, seeks to preserve the ethnological and architectural value of these properties before starting the main construction stages.
Among the awarded works, the formalization of the contract with the company Reyco Jerez on December 8 stands out for the removal of detachments from the facade of Depósito 1961, at a cost of 43,035.20 euros and a three-month execution period. In addition, fencing and clearing of the plot have been awarded for 47,877.21 euros to the company Seguridad y Suministros Medioambientales, and the pruning and cleaning of the historic garden for 22,907.00 euros, also to Reyco Jerez. Both actions have a one-month deadline for completion.

Concurrently, phase 1 of the project, focused on the consolidation of the Casas de los Ingenieros de Tabacalera, was tendered last March with a base budget of 966,930.96 euros and an execution period of eight months. The works in this phase include the replacement of roofs, insulation, and vertical walls, as well as the repair of dampness and the settling of affected walls in these houses, which will be used for future expansions of the City of Justice or to house services such as the Dean's Office and the Electoral Board.
The general plan for the City of Justice is structured in six phases. After phases 0 and 1, phase 2 will act on Depósito 1961 to house the General and Execution Common Services and the Institute of Legal Medicine and Forensic Sciences, aiming to be ready by late 2028 or early 2029. Phase 3 will construct the new main building, approximately 20,800 square meters, which will house the Court of First Instance, the Provincial Court, and other judicial services. Phases 4 and 5 will focus on the rehabilitation of warehouses for archives and the final adaptation of the Casas de los Ingenieros.
