Housing in Cádiz is a problem that directly affects the City Council's Social Affairs department, which has seen three out of every four social aid grants awarded this year directed towards ensuring access to or retention of a home for vulnerable families and individuals.
So far in 2026, the council has disbursed 2,243,405 euros in social aid, of which 1,768,645 euros have been specifically for covering housing expenses. Of this amount, 1,480,000 euros have gone to rent payments, 27,527 euros to new housing rentals, 109,794 euros to mortgage payments, and 151,269 euros to emergency alternative accommodations.
The 77% of housing aid is complemented by payments for basic utilities. In this regard, 31,712 euros have been allocated for water bills, 34,000 euros for electricity bills, and 80,000 euros for other family financial aid, as detailed by the mayor, Bruno García.
García emphasized that this social aid is part of a broader municipal strategy for housing, which includes regulatory changes to protect housing access (such as limiting Tourist Use Dwellings or converting premises into housing), seeking new spaces for construction through the PGOU and regional decrees, rehabilitating existing homes, and promoting new developments.
The total budget for social aid for the full year is around 4 million euros, with the possibility of an increase if necessary. To date, 5,7901 aid files have been approved and granted, benefiting 1,134 families from Cádiz.
