This establishment is considered fundamental for uniformed personnel serving at the barracks, as it allows them to have breakfast and lunch without having to leave the facilities. This measure aims to reduce the vulnerability of agents by avoiding external travel.
Furthermore, the cafeteria would also facilitate service to detainees, minimizing the entry of external personnel into the detention center and thus strengthening security controls. The business, however, is limited to members of the force and authorized individuals entering the Command, with adjusted prices.
“"It is essential that uniformed personnel serving at the Almería Civil Guard Barracks can use catering services, avoiding easily predictable displacements outside the building that increase their vulnerability as targets."
The contract is structured as a one-year service concession, extendable, where the awarded company will operate the service at its own risk, without direct financial compensation. Revenue will come from the use of the service by authorized users.
The tender is processed through a two-phase restricted procedure. In the first phase, interested companies must demonstrate their economic, financial, and technical solvency. In the second, those meeting the requirements will be invited to submit bids, ensuring a minimum of five candidates.
Award criteria weigh price (65%), technical aspects of the service (15%), and proposed improvements (20%). The technical specifications detail the conditions for providing cafeteria, dining, and vending machine services, including hygiene, dietary, and quality requirements, as well as staff organization.
Among the curious conditions for staff are the prohibition of wearing jewelry, watches, and straps, the obligation to keep hands and nails clean and short, without polish, and hair tied back and unadorned. Hand and forearm washing and disinfection are also required. The specifications even detail breakfast combinations and the exact grams of ham or cheese in sandwiches, leaving little room for improvisation.
