The agreement establishes a series of conditions and caveats that the developer must meet. These include the reconstruction of the square after the car park's execution and the correction of deficiencies pointed out by the municipal services of Infrastructure and Works. Initial measures to eliminate parking spaces in the vicinity of El Carmen, the old wineries, and Calle Molino, as well as the suppression of rotational use on levels -3 and -4 of the Plaza Nueva car park, are also discarded.
The governing team defended the action as a response to the city's need for parking spaces, recalling that Huerta del Carmen was already considered a priority location in the Urban Mobility Plan approved in 2015. The spokesperson for the PP, Francis Aguilar, noted that the adopted agreement is part of the foreseen procedure for such concessions and that technical aspects highlighted by municipal services will be resolved in subsequent phases.
On behalf of the opposition, the spokesperson for Izquierda Unida, Miguel Villa, justified his group's 'no' vote due to disagreements with the car park's location, considering it could generate traffic problems, and due to doubts raised about the economic conditions of the concession, also questioning the canon approach and advocating for studying other locations for new public car parks.
The spokesperson for the PSOE, Francisco Algar, also expressed his 'no' vote, believing that the file maintains pending technical issues that could affect the project's cost and viability, in addition to raising doubts about safety, concession conditions, and the municipal contribution to reconstruction works.
The spokesperson for Ciudadanos, Jesús López, explained his municipal group's abstention due to ongoing doubts about various aspects of the project, especially regarding the protection of the Carmen wall, demanding an express commitment to guarantee its conservation during the works. The governing team responded by stating that, if legally appropriate, this condition will be included in the tender documents regulating the concession.
The proposal passed with favorable votes from PP and Vox, abstentions from Ciudadanos and the non-attached councilor Francisco de Mora, and 'no' votes from PSOE and IU. The Ayuntamiento de Lucena will now proceed with the planned procedures and requirements to the developer to complete and adapt the documentation.
