Málaga Updates Official Honors: Up to Four City Medals Annually and Public Registry

The City Council approves a new regulation governing the awarding of distinctions, introducing parity and establishing a public registry of honors.

The Málaga City Council has approved a new Regulation on Protocol, Ceremonial, Honors, and Distinctions, updating municipal rules for official recognitions and institutional acts.

The new regulation, replacing the 2006 rules, introduces significant changes to the awarding of the Medal of the City of Málaga, the City of Málaga Awards, the Key to the City, and other municipal distinctions.
The Medal of the City, the highest municipal decoration, can be awarded a maximum of four times per year, though the Plenary may exceed this limit in exceptional circumstances. This distinction can be granted to national or foreign individuals or entities who have provided services or generated cultural or social benefits for Málaga. If awarded to a person born in the city, it will be accompanied by the title of Favorite Son or Daughter; if from outside, they will be named Adoptive Son or Daughter.
The regulation incorporates the principle of parity and equal treatment between men and women in the awarding of honors. Furthermore, it expressly regulates the revocation of distinctions if the recipient engages in acts contrary to the reasons for which they were granted.
A Registry of Honors will be created, which will be public and accessible via the municipal website, documenting all awarded prizes and distinctions.
The City of Málaga Awards are organized into eight categories: Culture, Sport, Education, Economy and Commerce, Innovation and Technology, Solidarity, Environmental Sustainability, and Tourism. They will be awarded annually after candidate evaluation by a jury.
The ordinance also maintains the Key to the City, a courtesy distinction for foreign heads of state or government and other high authorities on official visits. The dedication of streets and public spaces, the traditional Book of Honor, and a new Special Honorary Mention are also included.
The new regulation also systematizes municipal protocol, including the order of precedence and the use of the city's symbols such as the flag, coat of arms, and banner.
With its entry into force on August 7th, following publication in the Official Gazette of the Province (BOPMA), the separate 2006 municipal regulations on protocol and honors are repealed, consolidating the recognition system into a single text.
