The union expressed its dissatisfaction with the handling of the summons, which was sent via email the previous afternoon for a meeting scheduled for 9:00 AM the following day. This situation, according to the union, prevents adequate preparation and consultation with the necessary technical and legal advice for such an important process.
The negotiation in question affects approximately one thousand Spanish workers who provide services at the Naval Base of Rota facilities. This process, which regulates labor conditions and personnel rights, had been stalled for nearly a year due to various delays and postponements.

The union emphasized that collective bargaining is protected by the Cooperation Agreement for Defense between Spain and the United States, which establishes formal guarantees for the conduct of meetings. A summons with such short notice, in their opinion, contravenes these provisions by making it impossible to organize prior work and present rigorous proposals.
Although CSIF has accepted rescheduling in the past, it believes that flexibility has its limits and should not become a habitual practice of urgent calls. The organization has warned that it will not attend meetings convened under these conditions and has requested that the table be reconvened officially and with sufficient notice to ensure attendance and preparation of proposals.
The union's decision does not imply a waiver of the collective agreement negotiation, which is crucial for the labor conditions of civilian personnel at the Naval Base of Rota, but rather seeks to ensure that the process is conducted with the necessary planning and formal guarantees.
