Statkraft has abandoned the construction of the Arrebol wind farm, which was planned to be built in Tarifa, near the Pedro Valiente settlement. The decision comes after finding the environmental permitting process unviable.
The project, initially planned with a capacity of 57.6 MW and eight wind turbines, was modified in February 2025 to 36 MW and five turbines. Its budget was 34.9 million euros and it had the capacity to supply the consumption of approximately 20,000 homes.
In January 2026, the Territorial Delegation of Sustainability and Environment in Cádiz issued an unfavorable report, citing "environmental incompatibility". Subsequently, the Directorate General for Quality and Environmental Assessment of the Ministry for Ecological Transition granted initial approval for environmental assessment.
Following the unfavorable ruling, the company requested the project's cancellation due to environmental unviability. The refusal by the Andalusian administration led to the request extending to the central government. In 2026, Red Eléctrica de España informed Miteco of the expiration of the access and connection permits.
The Directorate General for Energy Policy and Mining issued a proposed resolution that was ratified, stating that the impossibility of continuing was due to "unfavorable reports and resolutions obtained during its processing, which makes it impossible to continue with the project for reasons not attributable to the promoter".
Despite this withdrawal, Statkraft maintains its commitment to the Cadiz region by repowering its Pasada de Tejeda and La Herrería wind farms, both located in Tarifa, with an investment of nearly 70 million euros. These facilities have been operational for over 20 years and were originally promoted by Enerfín, now integrated into Statkraft.
