The Municipal Ordinance regulating the Low Emission Zone (ZBE) of Cádiz was published this Tuesday in the Official Provincial Gazette (BOP) and comes into effect this Wednesday. The City Council agreed that for the first six months, no sanctions would be imposed, establishing an informative period for citizens.
The regulation, approved in an extraordinary plenary session on December 30, 2025, meets the deadline for municipalities with over 50,000 inhabitants, although the Ministry of Ecological Transition later extended the deadline to December 31, 2026. The text has been approved by the Delegation of the Government of the Junta de Andalucía and the Sub-delegation of the Government in Spain.
The ZBE will be applied in two main areas: the urban center, excluding the ring road, and a section of the promenade which is already pedestrianized. Initially, restrictions will only affect vehicles without fiscal residency in Cádiz, with no limitations imposed on residents.
From 2026 onwards, vehicles registered by residents in Cádiz will be able to access the ZBE regardless of their environmental sticker. Vehicles from other towns with Eco, Zero, or C labels will also be allowed access, while those with a B label or no sticker will not. In 2027, the restriction will be extended to include vehicles with a C label from outside the city, allowing access only to residents and vehicles with Zero and Eco labels.
For traffic control, the City Council has installed 33 cameras, and informational signage was placed after Easter Week. Non-compliance with the regulation will result in a fine of 200 euros, which could increase by 30% for annual repeat offenses. Vehicles from outside the city heading to a parking lot will also not be fined.
