Regarding the concentrations held and planned by home care workers, the municipal company EMSISA has clarified that the service is a competence of the Junta de Andalucía, delegated to the municipalities. The collective agreement and labor conditions are set by the Junta, which, along with the Spanish Government, must cover the corresponding expenses.
Despite this, the Chiclana City Council assumes 981,869.34 euros of the total service cost, which amounts to 6,995,518.50 euros. Workers are demanding labor improvements that would increase costs by 2.5 million euros, an amount the Council considers impossible to bear as it is a "one hundred percent regional" competence.
EMSISA states that the City Council is not responsible for the current situation, as the Junta de Andalucía is the administration that must finance the service. Therefore, an increase in funding has been requested to address the demands.
Workers are urged to direct their claims to the Junta de Andalucía, the administration that must provide the funds for the service to be fully financed by it, rather than the City Council having to contribute almost one million euros.
The Chiclana City Council has requested a meeting with the Consejería de Inclusión Social, Juventud, Familias e Igualdad de Andalucía on three occasions, the last in May, to clarify aspects of the service, as there is an agreement regulating it. "We are still awaiting a response since May," EMSISA recalled.
